The Regulations

The Healthy Homes standards (HHS) were established in New Zealand as part of the Residential Tenancies Act. These standards aim to enhance the quality of rental properties by addressing issues related to cold, dampness, drainage, and draughts. The healthy homes standards are minimum standards for heating, insulation, ventilation, moisture ingress and drainage, and draught stopping in rental properties. Here are the key details: 

1.Heating Standard:

Rental homes must meet specific heating requirements to ensure warmth during colder months.

2.Insulation Standard:

Proper insulation is essential to maintain comfortable indoor temperatures and reduce energy consumption.

3.Ventilation Standard:

Adequate ventilation helps prevent dampness and promotes air circulation.

4.Moisture Ingress & Drainage Standard:

Properties should effectively manage moisture to prevent dampness and related health issues.

5.Draught Stopping Standard:

Measures to seal gaps and prevent draughts contribute to a more comfortable living environment.

Compliance Timelines 

  • Between 1 July 2021 and 1 July 2025, all private rentals must adhere to the healthy homes standards within specific timeframes from the start of any new or renewed tenancy.
  • Boarding houses were required to comply by 1 July 2021.

  • Houses rented by Kāinga Ora (formerly Housing New Zealand) and registered Community Housing Providers must comply by 1 July 2024.
